Auleytner Aleksandra - Legal Advisor,Senior Associate in Domański Zakrzewski Palinka law office. Her field of expertise covers chosen aspects of EU law, trade law, intellectual property law, as well as law concerning new information technologies.
Bartosinski Tadeusz - Specialist for transport, from 2004 to 07.2008 inclusive employed in Marshal Office of the Mazovia Voivodhip, among others, Deputy Director of Estate and Infrastructure Department of Marshal Office of Mazovia Voivodship. 2000 - 2003 Coordinator of Transport Activity in Management Board of Municipal Transport Warsaw (ZTM Warszawa) ( projects of city group transport, interaction of communicating systems, transport planning and financing, financing by budgetary units). Trainings: Managing the financial risk, competitive strategies of Polish companies on the EU market, financial manager.
Chudzinski Pawel - Board Manager – Managing Director, Aquanet S.A. President of the Management Board of Aquanet Company since 1999, Chairman of the Warta Estuary Council. He collaborates with the British Water and Aqua Europe in the scope of Paneuropean regulations of the water supply sector. He is the co-author of the first in Poland takeover of the water supply company by the municipal water supply company. He wrote several articles on managing the municipal economy and a series of articles published in the „Water Supply and Sewage Systems” („Wodociagi i kanalizacja”)
Chyczewska Joanna - Lawyer, Manager of Administration and Legal Department in Management Board of Municipal Transport in Warsaw, doctoral student in Instytut Nauk Prawnych PAN (Law Sciences Institute of Polish Science Academy). She has been dealing with the long-term agreements in the context of state aid since the moment of employment in Management Board of Municipal Transport, that is since 1.08.2007.
Duda Piotr - Specializes in the given aspects of administrative law, state aid law and legislation. He cooperated (among others) with Ministry of Regional Development (MRR) on preparing directives concerning financing the projects of municipal transport from the Community funds Major projects Assessment of chosen problems connected with EC’s directives concerning the principles of granting the state aid, assessment of Community solutions within the public service duty and correctness of their implementation to the Polish legal order in transport sector, assessment of the agreements on rendering public service concluded by local governments with the rail companies, assessment of legislative solutions in the transport sector, from the point of view of the Community regulations concerning the state aid.
Dziemieszczyk Grzegorz - an expert, managing with the Department of Transport Development in Warsaw Transport Authority, multiannual employee of WTA, accountable for Warsaw’s network of public transport as well as for controlling and monitoring of quality of performed transport service.
Fordonski Jaroslaw - President of the Office for EU in BRE Bank S.A From 1999 he is professionally connected with EU funds. Member of the official RP government delegations for negotiations of Poland with European Commission. Over the period of 2000-2002 he was the Financial President in ARiMR. Experience and knowledge of widely comprehended banking, financial markets as well as mechanisms and forms of EU funds. Participant of numerous trainings and conferences organized by European Union Institutions.
Giedrys Alina - She has graduated from the department of Construction and Architecture at Technical University of Lodz and postgraduate studies of management and finance. She gained project experience while working in town-planning office during her UNDP scholarship in Germany, she was able to gain her managerial experience as a Management Board Director of Motorway Investment Consortium Plc. (Autostradowe Konsorcjum Inwestycyjne S.A.). She has worked for Lodz local government for 10 years. As a Deputy Director of City Hall Department, she supervised the organization and functioning of local group transport. Since 2003, she has been a director of Roads and Transport Management Board in Lodz. Initiator of the project: Lodz’s Regional Tram (Łódzki Tramwaj Regionalny)
Gizinski Dariusz - Manager in Transport, Infrastructure and Public Sector Team, PricewaterhouseCoopers. Has been connected with PwC since 2007, previously, he performed a function of analyst and credit decision – maker for public sector customers in Bank Handlowy w Warszawie S.A. and gained great experience in evaluation of credit risk as well as in structuring transactions for government, local governments, public service companies as well as governmental agencies and funds. At present, he is engaged in works connected with financial models for infrastructure projects as well as in projects connected with securing financing for transport sector entities. Darek possess prestigious title of Chartered Financial Analyst and is a member of CFA Institute.
Gorgol Przemysław - Manager in the Ernst & Young Infrastructural Projects Group. Over the period of 1999-2006 he was responsible for supervision and realization of projects financed from EU funds in the department of transport. Over the period 2002-06 as the Deputy Director of the Department of Infrastructure Financing and EU Funds he was responsible for implementation of the Sector Operational Program Transport. Currently he is engaged in strategic projects for the aviation, railway and public transport sectors.
Jankielewicz Kamil - Legal Advisor, Senior Lawyer, Allen&Overy Law Firm, A.Pędzich Sp.k. He is an expert in the field of the Commercial Law, Civil Law, Administrative Law, Energy Law and Environmental Protection Law. He also specializes in the Public Law, especially in the field of the public procurements, administrative proceedings, PPP and public law entities. He acted on behalf of the consortium of the construction companies in the public procurement proceedings. Moreover, he advised in the dispute on building social buildings for the Cracow City. He also acted on behalf of the Dutch company which was modernizing the railway connections, in its dispute with the Polish National Railways. He advised the Water Supply and Sewerage System Company in D±browa Górnicza to make use of the sector orders rules in various public procurements. He advised Polish banks to make use of the sector orders rules in financing the electric energy producers, furthermore he drawn up the project of the public – private partnership between the construction company and the local government aimed at constructing social buildings. He also advised in the issues connected with managing the water supply – sewage systems as well as in construction and investment deals.
Kacprzyk Dariusz - Managing President, Department of Financial Institutions and Public Sector. Bank PEKAO Ltd. MBA, 18 years in banking, additionally in 1995-1998 he was the consultant of Municipal Agency of Development (Ministry of Finance foundation). He is accountable for cooperation with the biggest institutional customers, including domestic and foreign financial institutions (such as World Bank Group, European Investment Bank, Council of Europe Bank, KfW and with commercial banks) as well as with public sector entities (cities and municipal entities). He has a great experience connected with preparing and execution of municipal investment projects and with the public sector functioning.
Kaminska Elzbieta - Fitch Ratings. Hired in the Fich Ratings Agency since 1998. Prior to that she worked in the Bank Handlowy SA, Polish Securities and Exchange Commission and in the Ministry of Ownership Transformation. She took part in the creation of the capital market and Stock Exchange in Poland. Later on, she helped to create the brokerage office and investment consultancy group in the Bank Handlowy S.A. The quality of provided investment analyses was highly rated by Euro Money. At present she is an expert in the field of the financial analyses for the local government sector, she published a great number of articles devoted to this matters. She took part in assigning the ratings for the programs of the revenue bonds issuance for MWiK Bydgoszcz and MPK Lodz.
Kawalczewski Jacek - Fitch Ratings. He has been hired in the Fich Ratings since 2007 and is responsible for, among others, revenue bonds transactions for the water supply and transport companies. Prior to that, he worked, for 9 years, as a financial analyst for the corporate entities in the BPH S.A. Bank which was a part of HVB group. His responsibilities covered managing the activities of Project and Structural Financing Group which dealt mainly with the energetic sector and TMT in Poland. He graduated from the Faculty of Finance and Banking of the Warsaw School of Economics. He also studies finances on the University of Duisburg and Vienna. In 2008, he passed the CFA exam (Chartered Financial Analyst).
Kawczynski Tomasz - Partner, Allen & Overy Law Firm, A.Pędzich Sp.k. Legal Advisor since 2005. He specializes in banking and financial transactions, especially in financing the projects and structural financing. He advised lenders in all project finance transactions (financed both from international and national sources) executed by Allen & Overt in Warsaw (all significant project finance transactions in Poland). He is also an expert in the field of leveraged financing transactions and advised on granting a great number of the bilateral and syndicated loans, secured and unsecured. In 2004, for 6 months, he worked in the Projects Financing Group in the Allen & Overy office in London. He advised Organizers on financing of the construction of two petrochemical plants in Płock which were built thanks to the collaboration of Basell and PKN Orlen. It was the first venture in the Polish petrochemical industry financed from the international sources. Recently he advised European Investment Bank, Swedish Corporation of the Export Credits and Nordic Investment Bank on financing the construction of second section of A1 motorway in Poland.
Kulawik Maciej - Senior Lawyer, Allen & Overy Law Firm, A. Pędzich Sp.k. Legal advisor since 2004. Specializes in the field of the consultancy, especially in creating effective in terms of taxes corporate structures, tax optimizations, investing and managing the assets by natural persons, taxation of international and local transactions and real estate investments. Before he started to work for the Allen & Overy, he had gained a practical experience in the Tax Department of KPMG. His professional experience covers: consultancy connected with the various forms of liability transactions (factoring, sales, securitizations), other types of financing (including analysis/tax optimization concerning various financial products available in the market). He drawn up and implemented the structures ensuring tax optimization in the given group of companies both in Poland and on the international level. He has drawn up and conducted numerous restructuring programs with the use of both Polish and foreign special – purpose vehicles, partnerships and other legal entities. Moreover, Maciej conducts tax proceedings pending before the tax authorities and administrative courts.
Lechna Mirella – Legal advisor, Partner in Wardyński and Partners Law Firm. She manages the work of Infrastructure, Transport, Public Procurements (PPP) Team. She advises in infrastructure and transport projects, PPP transactions as well as in issues concerning environmental protection and wildlife protection law. She actively takes part in projects related to infrastructure investments with participation of public administration entities and local government. She prepared numerous legal analyses, including analyses of entities’ impact upon environment. Moreover, she renders legal assistance in the area of regulatory issues related to: railway transport, public procurements law, environmental protection law and wildlife protection law in the scope of construction of infrastructure. In 2003, she was on a probation as the legal advisor in Jurisprudence and Inspection Department of Central Environmental Protection Inspectorate in Warsaw.
Lejk Jerzy - Graduated from Civil Engineering Faculty of Warsaw University of Technology, specialization in the field of civil construction. He finished MBA postgraduate studies. He possess certificates of completing specialist professional trainings concerning construction and environmental protection in the aspect of European Union regulations, public procurements law, Public – Private Partnership as well as managing investment projects. He commenced his career in the Capital City of Warsaw’s Development Planning Office in 1978, and subsequently worked in Voivodship Office in Warsaw, Management Board of City Roads, Management Board of Capital City of Warsaw and in Budimex Plc. He has worked In Warsaw Metro from 2002, initially as a deputy of the Director and later on as a Management Board Member of Warsaw Metro PLC. Working in the Management Board of the company, he dealt with issues of extension and operation of metro. Cooperating with the team, he prepared and implemented investment called „Bielansk section of the first metro line in Warsaw.”( He has performed the function of Warsaw Metro PLC President of the Management Board since January 2006. He simultaneously supervises the whole process of preparing and implementing strategic project for Warsaw, namely building the central section of the 2nd metro line.
Malinowski Pawel - performs a function of Manager of Transaction Consultancy Team in Arup Transaction Consultancy. He is engaged in realization of European advisory projects from infrastructure sector. He supplied advisory services for governmental institutions in Poland (ministries, region and local authorities, national enterprises), he also realized denationalization projects, prepared feasibilities studies, business plans as well as plans of restructuring enterprises. He participated, among others, in drawing – up, for a Ministry of Regional Development, directives for public transport financing within the frame of calculation of allowed compensation. He also took part in drawing – up many financial and economical analyses of transport projects applying for additional financing from European Union funds. He has over 10 years experience in corporate banking and consultancy in the field of corporate finances. He possess CFA qualifications since 2003, currently finishes MBA studies in Manchester Business School. Before taking up a job in Arup, Paweł worked in Ernst & Young, in Corporate Finance department and in Citibank Handlowy S.A.
Marek Miroslaw - Vice–President of the Management Board, DGA Economic Consultancy. Experienced trainer and expert in the field of state aid, European Funds and supporting entrepreneurship development. He possess many years of experience as a representative of State Treasury in Supervisory Boards of commercial law companies. He graduated from AGH University of Science and Technology In Cracow and National School of Public Administration. From 1993 to 1996, in Ministry of Ownership Transformations, he dealt with denationalization issues. 1997 -2002 Director of Trade, Small and Medium Companies Department in Ministry of Economy. 2002 to 2006, He was the chairman of the Polish Agency for Enterprise Development. As member of the Management Board, he supervises the work of Structural Funds Department and coordinates investment projects for public and private equities. He managed one of the biggest projects concerning drawing up the state aid programs and the so called index cards negative for regional operational programs 2007 – 2013. Author of a handbook for public administration entitled: „State aid in operation programs 2007-2013” and numerous expert opinions, as well as publications in the field of state aid.
Miziolek Dorota - Director, Finance Group, Corporate Finance Department in KPMG. She advises on organizing finance for infrastructure projects. Previously, she was the Deputy Director of the Enterprises Financing Department in the Bank Handlowy in Warsaw S.A. She has a 12 years of experience in the financial consultancy, structurisation and organizing finance by consortial loans, corporate bonds, project and revenue bonds, High Yield and with the participation of the Export Credit Agency. She specializes in the comprehensive projects in the area of “Project & Structured Finance.” She collaborated with the multilateral institutions such as EIB, EBRD, NIB and with agencies supporting export (including KUKE, HERMES, Coface, Finnvera). In 2007, one of the transactions she worked on was awarded with the Euromoney prize “The Best Project Finance Deal of the 2006 Year.”
Nowak Marcin - Manager of The Environmental Protection Team in Scott Wilson design and advisory company. Environmental Protection Team draws up „Reports on impact of line investments upon environment". He is the author and co – author of a number of studies on applied acoustics with particular regard to environment noise protection. He has been the specialist in Polish Chamber of Ecology.
Ostalowski Jakub - specialist in the field of state aid and transport law. He works for Ministry of Regional Development, in the Department of Infrastructure Programs Coordination since the beginning of 2007 (Managing Institution of Operational Program – Infrastructure and Environment 2007 – 2013). He actively participates in works on “ Guidelines on additional financing from operational programs for entities performing the duty of rendering public services in public transport.” He also coordinates and monitors activities of Infrastructure Ministry that are connected with aid programs for OP I and E. He graduated from Law and Administration Faculty of Jagiellonian University and from Polish National School of Public Administration, trainee legal counselor.
Palenica Zbigniew - Graduate of Cracow University of Economics and undergraduate studies of management in Frankfurt am Main and in Brussels. Employed in Cracow Transport Authority, joint-stock company since 1995. Since 2003 a member of the management board, since 2006 vice-president of the management board, Finance and Economy Director. Co-author and coordinator of realized and reported projects of co-financing from UE funds ‘ Integrated Public Transport in Cracow’s agglomeration – stage I’ within the frameworks of EU Structural Funds in Poland 1.6 and ‘Cracow’s City Card’ EU Structural Funds in Poland 1.1.2. Representative of Economic Chamber of Urban Transport in the ‘European Union’ UITP Committee in Brussels. Author of publications and speeches concerning: international relations, the public transport management and use of UE regulations for construction of transport contracts and investment projects.
Pawlowicz Igor - Head of the Aviation Projects Office in the Center for Union Transport Projects – an Institution Implementing the Operational Program Infrastructure and Environment. For many years has he been professionally dealing with infrastructural investments and issues connected with financing projects from European funds. Over the period 2006-2007 he worked in the Ministry of Infrastructure in the Department of Funds Cohesion. Author of numerous articles devoted to Union funds. He publishes for, among others, monthly EU Structural Funds.
Poglod Krzysztof - from Ove Arup & Partners International Ltd., he is a traffic engineer, expert with over 10-years’ worth of experience in the field of transport planning and traffic modeling. For the last years he has worked in Poland commissioned by both Polish government and international financial institutions, he participated in a series of transport projects within the framework of traffic survey, traffic analysis and forecasts.
Ratajczak Grzegorz –Board Member in Scott Wilson company, responsible for road projects. Doctor in engineering, designed over a hundred of river structures, verified and consulted on many projects and constructions, surveyor. In the last 5 years, he was, among others, a project coordinator of A2 motorway (about 150 km) and A4 motorway (about 60 km), express roads S-5 (about 40 km), S – 11 (about 30 km), he filed many petitions for giving decisions on environmental conditionings and location decisions.
Sarnacka Alina - Manager in Transport, Infrastructure and Public Sector Team, PricewaterhouseCoopers.Her responsibilities include development of market and implementation of projects connected with PPP and environment protection and municipal infrastructure, especially in the field of optimization and acquisition of financing sources for public investments. Currently, she is a manager of tariff advisory projects for Municipal Waste Management Companies (MWiK in Bydgoszcz and MPWiK in Cracow) as well as of financial advisory in the process of acquisition of external financing of long-term investment plan for MPWiK in The Capital City of Warsaw Co. In Booz Allen Hamilton she dealt with projects connected with PPP and privatization of municipal infrastructure, regulation of municipal enterprises, including creation of tariff formulas and restructuring as well as with supervising the bidding processes and preparing the bidding documents.
Sendrowicz Marta - PH.D., Legal Advisor, Allen& Overy Law Firm, A. Pedzich sp.k. Manages the legal practice of the Competition Protection and European Laws. Advises on the issues concerning competition protection, including various types of agreements, abusing the dominant position and concentration audit. Acts on behalf of her clients in the proceedings pending before the President of the Office for Consumer and Competition Protection and submits applications for reducing the sanctions. For the purposes of her clients, she drawn up the programs of observing regulations of the competition protection adjusted to the particular needs of the given branches. She also carries out workshops devoted to the internal audit and consumers protection designed for the employees and management. The workshops has been very well received in the construction, insurance, oil and pharmaceutical sectors. She received her Master’s Degree in Law from the University of Warsaw, finished a one year course of the European Law on the Maastricht University (Netherlands) receiving the LL.M. title, defended her PH. D. thesis devoted to the Competition Protection Law on the Faculty of Law of the University of Warsaw and works as the senior lecturer in the Department of European Law UW giving lectures on the Competition Protection Law and European Law.
Stylinski Jan – Lawyer, member of The Infrastructure, Transport, Public Procurements (PPP) Team in Wardyński and Partners Law Firm. He is an expert in the field of legal and financial aspects of transport and social infrastructure development with the use of private financing. He has a great experience in the scope of agreements on construction and usage of toll roads. Earlier, he was the manager of motorways team in State Roads and Motorways Directorate General. He was also a member of advisory team and drawn up reports on financial and legal aspects of railways for PKP PLK. He implemented several big infrastructure projects. Used to work in Ernst&Young company, graduated from Law and Administration Faculty of University of Warsaw.
Szpak Witold - Deals with projects for Central and Eastern Europe in EBRD. Current field of responsibility includes transactions based on risk of local government entities. Before being employed for EBRD, Witold worked in Department of Structural Financing in Bank BPH. He has gained seven year’s experience in banking. During his professional carrier he was accountable for preparing and organization of financing for several projects/transactions – mainly in the infrastructural sector.
Turzanski Witold - graduated from Mechanical Faculty of Wroclaw University of Technology. He obtained his master’s degree in the specialization of automotive and rail vehicles. He also graduated from Postgraduate Study at Cracow University of Technology - managing the organization and development of public transport. He works in Municipal Transport Company in Wroclaw since 1982. He is a member of MTC’s Board since 1997 and President of the Management Board for two years. He is a co – author of MTC’s restructuring, which started in 90’s and continues.
Uszok Piotr - Katowice Mayor. He graduated from the Faculty of Engineering, Automatics and Electronics of the AGH University of Science and Technology in Cracow. Moreover, he got a postgraduate degree from the Silesian University of Technology. Up to 1994, he worked in the Hard Coal Mine “Murcki”. He has been Katowice Councillor since 1990. Between 1999 and 2002, apart from being the Katowice Mayor, he was the chairman of the Association of the Polish Cities, a member of the Joint Commission of the Government and Local Government and the secretary of the Polish travel assignment to the Congress of Local and Regional Authorities of the Council of Europe in Strasbourg. Between 2002 and 2007 he was the Board President of the Polish Metropolis Union, and since 2007 he is the Secretary of the Board. On behalf of this organization, he represents the local governments in the activities of the Joint Commission. As a Mayor he declares to develop all the activities that has been initiated in his previous terms of office. He is going to carry out his plans basing on the document “Katowice 2020 – the City Development Strategy”
Wisniewski Jacek - Head of the Competitive Projects Division in the 2007 – 2013 EU Funds Department, Infrastructure Ministry. He graduated from Law and Economy Faculties. Specializes in the field of air transport, intermodal and intelligent transport systems investments. He deals with the issues connected with state aid and co - ordinates the cooperation with European Initiative JASPERS. He gained his experience in the American Law Centre and subsequently as a lawyer in White & Casee Danilowicz ans Associates legal office, in the department of real estate.
Woloszyn Alina - Executive Director, Manager of the Finance Group, Corporate Finance Department, KPMG. The Executive Director, currently manages the several consultancy projects on organizing finance, among others in the public sector and in the fuel and gas sector. Prior to that she held a position of the Executive Director of the Enterprises Financing Department in the Bank Handlowy S.A. in Warsaw. She has a 15 years of experience in financial consultancy, structurisation and organizing finance by consortial loans (“corporate lending & project finance”), corporate bonds, project and revenue bonds, High Yield and with the participation of the Export Credit Agency (“ECA”).She collaborated with the multilateral institutions such as EIB, EBOR and NBI. In 2007, the transaction organized by her and her group was awarded with the Euromoney prize “The Best Project Finance Deal of the 2006 Year.” She organized financings for over 15 billion EUR.
Zablocka Magdalena - Legal Counselor, Specializes in the field of public law, especially in local government law, public – private partnership transactions. Her experience covers, in particular, advisory within the frame of infrastructural funds, public funds, including securities and warranties granted by local governments as well as entrusting municipal companies with public duties. Magdalena Zabłocka is equipped in a thorough practical knowledge of local government sector – she served two terms as a councilor in one of the districts of Capital City of Warsaw.
