Defects in a public procurement procedure and financial adjustment system
The Ministry of Regional Development has introduced a financial adjustment system, which is connected with defects in public procurement in projects co-financed by the EU. The system arouses many suspicions and may result both in serious legal implications (breach of public finance discipline) and financial consequences (return of subsidy with accrued interest) for beneficiaries of EU funds.

The rules of estimating compensation in public transport when obtaining European Union aid
Another Hallmark Events’ seminar devoted to public transport took place in Warsaw on February 12, 2009. Second edition. Main issues:
  • Commissioning public services in public transport prior to and after 3rd of December 2009 Regulation (EU) No 1370/07;
  • Non-tender commissioning of services, internal entity and municipal company, the scope of exemption from notification duty;
  • Budgetary entity with reference to Regulation no 1370.2007;
  • Interim provisions for agreements concluded before 3rd of December 2009;
  • Rules of granting compensation amount in public transport financing;
  • Algorithms of determining compensation amount for entity rendering services on the basis of requirement of providing public services (PSO) with additional financing from operational programs – purchase of buses and trams with 50% aid from EU funds – case studies, useful advices.
